That may have meant that it was done from the same city, not necessarily the same isp and ip address. But then again, if your device is virus infected or has a rat on it, anything is possible at that point.
The easiest answer is to hit the reset button on your router, hold it for 30 seconds and let it reset itself. Then you need to make sure the firmware is up to date and most importantly, change the default password on your router.
