my understanding is that mobile IP addresses are extremely dynamic. You'll probably get assigned a new one in a few days if not already. Just don't leave your phone on all the time. I know you mentioned turning it off overnight to no avail, but think about all the other people who turn their phones ...

my ISP binds IP addresses, even dynamic ones, to specific pieces of hardware via MAC addressing - they explicitly told me they do this. 1. if you have broadband, ensure you have dynamic IP addressing. if it's static, your IP will never change. 2. assuming now you have a dynamic IP, you can try powering off your modem. wait ten minutes. turn power back on. It seems like if you had problems before and they ended up saying they had a problem, best guess that it is something beyond your control. as long as you don't power off the modem, or disconnect it from one computer/router and plug it into another, theoretically the IP address should remain constant...
