There are multiple ways of detecting the creation of a new account for someone who has been banned. The most obvious ways are through their posting style, email address and IP address.

Be careful when you are dealing with spam, the sender details are often fake, forged, spoofed, or otherwise disguised to divert attention from the real sender. If mail you are sending out isn't being blocked, I wouldn't worry too much. The listing at SORBS appears to be because 73.235.146.47 is a dynamic IP address. I don't normally provide support by PM (private message). If you have an example of an email from this person available, you can use the WhatIsMyIpAddress trace email page to analyse the email, and hopefully get a rough idea of where they are based from the IP addresses recorded in the email headers.
