Perhaps not. You can register an email address with a fake name. You can register a domain name with a fake name. And I think you can get a cellphone with a fake name. It looks like the first line in the chain (Received: from COL123-W47 ([65.55.34.71]) ...) is from a Microsoft server. They don't seem to show the real IP of the sender. If you can find their email address, you could try to use that to get their IP address by sending them email with links that you can check to see if they have looked at it. The IP WHOIS information does not tell you the location of the IP you are checking, it tells you the location of the company or organization that has been assigned to the IP range the address is in.
