Comments Section Sort Order

I have a question regarding why the comments section is sorted oldest to newest. I would think you would want the newest comments at the top. If there is an abuse situation that occured years ago on an ip, but is no longer and issue or a different issue it would be better to see that first.
So the question is why is it sorted that way?
