IP addresses frequently changing.....different states, even countries

Hello. I've been the victim of a relentless and sophisticated id theft, hacking and cyber crime campaign. The disruption and dismantelling of my life has now led to 3 changes in residence and legal changing of my name. During all of this time, my electronic devices have been hacked. I've gone thru more than a dozen phones, tablets and 2-in-1 laptops. The IP addresses of these devices have always changed without explanation. Now these IP changes are very frequent. The past two weeks the IP addresses of my devices were in Arkansas, Tennessee, Indiana, Illinois, Minnesota, Washington State and the Great Britian Ministry of Defense in London. The past 4 days the IP addresses on all of my devices has been the same, 192.0.0.4. What does this mean? How and why are the IP addresses changing? What good does this do for the persons doing it? Is there anything I can do to stop it? Is there any way to determine who is doing this from the changes made? Any insight or assistance will be very much appreciated.
