We own online chat rooms for all ages and genders etc and we have customers who use vpns after they are banned even when it is put into cloud flare any suggestions on how to restrict these problematic chatters. we have also banned there ASN

You might want to look at integrating the API from https://www.stopforumspam.com/ to see if they will help reduce abusive access.

You would need to contact the platform that you are using, it's not something they would need to implement.
