static ip question

hoping someone might be able to answer this for me....

if someone has a static ip ---can they be in one state but their ip comes up as being in another state for example person says they live in southern texas but their ip comes up as being in missouri with long/lat coord and everything. and the ip is listed as being a static ip. and the laptop has never been to missouri but a family member does remote in from time to time. im just wondering if this information is true that if possible to have ip from another state show up as your ip address?

Without knowing the specific IP address I can only answer in generalities.

Someone remoting into the device should have no impact on the location information.

However, the geolocation information could just be wrong.
