cell data vs wifi

Would the ip address be the same using wifi opposed to celluler

Depends on what you actually mean.

If you have a home internet connection, say DSL, and you have a wifi router. The IP address of your smartphone will be different if you are connected to your home WiFi than if you are using your wireless carrier internet connection.

If your have shared your smartphone's connection via WiFi, but the smartphone and devices connected to your phone's hotspot will have the same IP address.

I use only ethernet no wifi and only use my phone on celluler ( data Plan )
my question is does celluler (Data connection) use a IP address.

Yes, the cellular data connection has an IP address, which is different than your ethernet IP address, since they are different connections.
