Some Websites Blocked Through Router

My Internet service provider, Cox, received the email below in regards to my IP address. Since receiving email from Cox I have taken steps to try to locate any malicious software on my network. I have run scans, deleted browsers, reset modem, reset router etc. The odd thing is I am able to connect to the Internet, but some sites are still blocked. When I try to access them I get a access denied alert. I am reaching out to you in the hopes that you can solve this mystery of why I continue to receive this alert.If I bypassed my router and go directly through my modem I am able to connect online to these blocked sites. If I shut off my Wi-Fi on my phone, I am also able to connect, so the issue seems to be my router. I also can use VPN on Opera browser to connect without issues
I have already contacted ISP tier 2 support with no luck.
My OS is Mac, Sierra

Have you tried to see if there is a firmware update for your router?

Can you post the exact error message?

Access Denied

You don't have permission to access "http://www.usps.com/" on this server.

Same message when trying to visit
vitacost.com
microsoft.com
anthrolpologie.com
and many others

But again, if I use VPN on Opera, or connect directly to modem, websites work fine
