We have just signed up for a new broadband fibre deal from our existing supplier and we have to have a new IP address (TalkTalk business) and they have supplied us with a static IP which is blacklisted from b.barracudacentral.org. We asked for another IP and all 5 they suggested were on the list. We need a static IP for a mail server and when we signed up with them many years ago I'm sure it wasn't on any blacklists.
Is it normal to be supplied an IP with a blacklisted entry?

Yes, it's somewhat normal as some of the listings have to do with the rDNS/PTR record for the mail server. Ultimately you'd want to check the listings for the IP address to see WHY it's listed. Many can be easily and quickly resolved with proper configuration.
