I am a moderator on a Canadian forum and in the past I could track IP addresses to a city or region and that was very helpful.
Every attempt now shows every ISP as "Cloudflare" - and that is 100% of the time, worldwide. It even shows my IP as being owned by Cloudflare in Seattle.

Sounds like the forum is now using Cloudflare as the CDN to aid in performance and limit DoS attacks.
With Cloudflare in place, the users are requesting a page via Cloudflare and then Cloudflare makes the request of your server. So, your server only sees the Cloudflare IP address. Cloudflare can be configured to pass the users IP address in the request headers, but your forum software would need to be modified to look at that provided header instead. If you are using a major forum software there is probably a plugin that will do this for you.
