I have been having issues logging into he internet via an old tablet.
When I check my PC's and phone the IP address appears to have two different numbers.
What is the second number for?
It is like:
"10.0.0.17
fe80::a96b:4fff:fe69:dadf"
What is this second number about? How do I stop this being assigned over IPv4 and how do I get my old tablet (which is visible on the wireless but cannot access the router page or the internet using 10.0.0.x numbers despite my router using 10.0.0.x series from a pool)!

The second number is an IPv6 address.
From a device that works, see if you can log into the router and disable IPv6.
