False Proxy Detected/banned from one website

About the first of this month I started visiting a website forum, approx ten days later I started getting the standard "this page cannot be displayed, blah, blah blah". At first I thought the website was down for some maintenance, but there's several websites that can confirm whether the website is up or down. If it's up, the problem is on my end.

The website forum does not allow any proxy visitors. Using the Advanced Proxy Check tool it appears there is

Proxy server detected.

IP 70.122.224.58
rDNS FALSE
WIMIA Test TRUE
TOR Test FALSE
Loc Test FALSE
Header Test FALSE
DNSBL Test FALSE

First of all, I have googled, but what the heck is WIMIA???????????

Second, is it possible that my ISP has blocked the website? Or possibly settings in my router needs to be tweaked. We have four PC's and the problem is on each PC.

The WIMIA test here, if I remember correctly, will judge an ip address as a proxy if it has seen the ip address before but under a different browser version/operating system, etc....

Not all proxy sites use this same method which is why other proxy sites may come up with a clean bill of health for that particular ip address.
