How to configure static public IP?

One of our client has set their JIRA(Website) with secure IP to provide access and now they want my IP to provide their JIRA(Website) access. The thing is I am using WAN network so my public IP is dynamic all the time. Do you have any suggestion over how to configure my dynamic IP to static one?

N.B. I have requested them to use wild card entry for my last 3 digit of my public IP but they want to keep their JIRA(Website) secure by giving only one static IP per user.

If your IP address is dynamically assigned by your ISP you cannot just make it static by changing setting on your end. You'll need to contact your ISP and see if they offer a static IP address service. If not, you may need to switch to a provider that will offer you that service.
