Change IP address on laptop

I have a laptop that runs on Windows 8. I’m connected to WiFi and I’m trying to change my IP address to appear that I am in another city or state. If anyone could please reply with any type of assistance. Any info is greatly appreciated.

If you are using a VPN and you are not sharing your location your location will not be traced.
