My daughter has been getting emails from someone. I did an ip look up and it said London, England no proxy detected. Does this mean thats where he or she lives? Or what if they used their phone? Could they still live in the U.S.A. ?

There are ways to hide your IP or bounce your IP address to make it look like you are sending an e-mail from another country, when the culprit is right next door. Unfortunately if you do not have the resources and backing to boot, you will never find this person. You can hire a forensics expert and they would have to have the computer in their hands, which defeats the purpose. Change your daughters e-mail and have her give it to only the certain few. Even then you may still get this person back to bother her. Block the IP address and hope for the best.

Can you post the specific ip address you found? This will tell me whether it belongs to a server or to an isp.

You can check the origin of the sender by lookup the email header. :)
