Possibility and legality of using IP to out people

Hi,
I am a real newbie with all things computers. I was wondering if someone could tell me if
A. It is possible to get people addresses from their IP using software
B. Is it legal?
For more background here is a part of a paste bin report on some people that a "hacker" says he got legally.
A group of us would like to know if it is possible or legal to do what he has done?

Any help would really be appreciated

"I find the IP address by emailing the person, and upon the opening of the email the IP address is then revealed back on a server under my control. All perfectly legal.
All info obtained from IP address is publicly available once you have the IP

Reverse spokeo search turns up an apartment complex, not too many tenants

Rosette Morpeau

are the only female tenants in the building. the majority of the other tenants being the spouses of the tenants listed above.

(I am not a lawyer -- you'll want to confirm with a lawyer in your jurisdiction to be sure.)

It appears to be legal in the US. It's also very easy to do. HOWEVER, geolocation is not reliably accurate enough to give you confidence in the end-user's physical address. It's most frequently CITY level accuracy, not street or address level.

If they have indeed found out actual addresses would that possibly indicate that after they used legal means to capture the IP info, they then used illegal means to find the address?

No, just because they were able to get a correct location does not mean that something illegal happened. As you can see from the user reported accuracy link above geolocation can be very accurate in some cases. As a third party, however, you don't know if it is accurate or not.
