Changing IP location

I'm assisting a customer who's IP is showing out of Germany (204.148.59.1), but they are actually out of Northeast U.S. I don't have access to their network so I can't use the update IP geolocation tool located on the site, is there another way?

Is the server located in Germany? The user could visit the site and use the update tool.
