Static IP recognition

Hi,
Just a quick question. How does the service recognize Static IP vs. Dynamic IP? From what I'm read, this is not possible from the IP itself.

Instead, the IP must be submitted as Static to a database. What would that look like? And another explanation is the reverse DNS address has a 'static' or 'dynamic' format.

Any insight into this is well appreciated.

Correct it is not possible to externally determine if an IP address is statically or dynamically assigned.

There are three main ways that guidance is provided:
1) The ISP provide information as to what blocks of their IP addresses are dynamic or static.
2) There is a determination made based on who they ISP is and what types of services they provide.
3) Looking and the rDNS records.
