i got SCAMMED! HELP PLEASE

HELLO, I payed through Paypal to the following paypal email:
[email protected]

After paying, his phone number has become inactive and obviously I never got the product
I tried filing for a police reprot bue they say it was my own choice, so if anyone can help me track his IP or get some info about him.
this is the only info I have about him, we didnt exchange emails, only phone calls

the phone number is/was:
+34 688420312

Thats all I have
any help would be much appreciated

To bad about the police... Have you contacted PayPal about this crime?

You should also be able to make a PayPal dispute.
Tell PayPal and tell them what happened. If this was a physical product and they didn't provide any reliable tracking number, this is a huge thing,
you could get the money back quite easily in PayPal resolution center.

When sent the payment, did you write about the details of the product, if yes, that's good as well!

Just contact PayPal.

😱😱 I have tried to contact paypal
The problem is That they say that because the payment was made for a friend and not a business, there is nothing they can do!

When you shop on PayPal, not matter if it is a tangible or intangible product, one should always use their business class payments. Otherwise, it is just a personal transfer and there is not proof that it wasn't legitimate at the time the money have been sent. Unfortunately it is nothing you an do. Move on, as the lesson is learned, hopefully at lowest possible cost. You would have been scammed with a larger amount.
