If all you have is an email address your only option (in the USA) is to get a court order so the email provider is forced to give you what information they have about the person. However, they may have little to NO useful information if the person is clever.
It may make more sense to use a service like whoreadme.com or just send the person messages that you can use to "trap" them in some way.
If no crime has been committed I suggest you forget about them if you can and move on.
