Need help removing my IP from blacklist

This IP address is infected with, or is NATting for a machine infected with a botnet, usually associated with the Avalanche malware network. This infection will probably be of the Dofoil or Gamarue malware (or one of the other Anti-Virus vendor aliases, such as: Andromeda, Smoke Loader, Win3/Dofoil, W32/Zurgop.BK!tr.dldr, Gamarue and many others

I have a similar problem. If my IP is infected can I use any antivirus or anti-malware to fight against this problem? Can it be helpful in such a situation?

Windows 10 and I have a lot of pop-ups in Chrome and my browser can crash at any moment. That's why I've started reading the Adaware review at https://antivirus-review.com/adaware-review and other sources that propose different antivirus software including Adaware and others. But I am afraid to damage my PC as I've found a lot of materials about the disadvantages of antivirus software.
