Are you referring to the UCEPROTECT LEVEL-3 listing?

A UCEPROTECT LEVEL-3 listing basically means your ISP may have a loose anti-spam policy as evidenced by spam coming from their network that is not addressed.

In general, this list will have no impact on anything, but those sensitive to working with organizations that are not aggressive in handling spam may choose to use a different vendor.
