IP address comments

Users can now leave (moderated) comments about an IP address.

Where would folks do this at?

When someone does an IP lookup the will see a Quick Link called "Comments about this IP address". They can either click that link or scroll down to the very bottom of the page. Once there, they can enter their comments into the box.
